Google Ads suspensions: understand the notice and prepare your appeal.

Start a Google Ads suspension review by preserving the notice, identifying the affected account and policy, and checking outstanding verification tasks. Then investigate the relevant business, billing, or website issue and document the findings before submitting an appeal through the route shown in your account.

What does a Google Ads suspension mean?

A suspended Google Ads account cannot serve ads. Google describes suspension as continuing unless an appeal succeeds; simply waiting or pausing campaigns does not resolve it. Access to reports and certain account actions may remain available.

Do not infer the restriction from lost impressions alone. Record the exact status in the account and the accompanying email. The distinction below prevents you from preparing the wrong type of request.

What you seeWhat to establish
An individual ad is disapprovedWhich ad or asset and policy are affected; use the ad policy review process.
The account is paused for verificationWhich task and deadline apply; complete the requested verification.
The account is suspendedWhich suspension policy is named; investigate before appealing.
A Merchant Center issueWhether the affected entity is a product or merchant account; follow the Merchant Center process.

Create a reliable account record.

Save the full notice, customer ID, decision date, and relevant support case references. Preserve copies of each appeal rather than reconstructing them from memory. Add recent changes to the website, account access, business ownership, and billing arrangement to a simple dated timeline.

For each event, separate what the record proves from what you suspect. “The payment method changed on Monday” is an observation. “That change caused the suspension” is a hypothesis unless the notice or other evidence establishes the connection.

  • Keep one working timeline and one folder of original notices.
  • Name the person responsible for coordinating submissions.
  • Record the current restriction on each affected Google product separately.
  • Keep website screenshots with dates and page URLs.

Match the investigation to the policy.

Use the policy named in the notice to guide the first pass. A generic “everything is compliant” statement leaves the reviewer to reconstruct the important facts. A good review explains how the business and account relate to the specific concern.

Policy areaUseful questions for your review
Circumventing SystemsWhat content does the destination serve? What is the full account history? Are the business and verification relationships accurately described?
Unacceptable Business PracticesWho is the provider? Are claims and affiliations supportable? Does the customer journey accurately describe what is being sold?
Suspicious Payment ActivityWho owns and authorizes the payment method? What transactions or verification requests need explaining?

Check verification before submitting.

An appeal and a verification task are different parts of the process. Some advertisers must finish verification before the appeal form becomes available. Google’s current task guidance places these tasks under Admin → Policy → Account; follow the instructions and deadline visible in your account.

Establish whose identity is being verified and whether the relevant payments profile represents an individual or an organization. Read the document requirements for the correct country and task before uploading. If a task fails, address its stated problem instead of repeatedly submitting the same material.

Build an explanation that can be checked.

RID recommends organizing your appeal around the questions below. Use the actual form fields and account instructions; this is an organizing framework, not a universal form or a requirement to admit a violation.

  1. Identify the business, website, affected account, and named policy.
  2. Explain what was investigated and what the records establish.
  3. Describe completed corrections with precise page or account references.
  4. Connect each relevant supporting document to the point it proves.
  5. Explain why the current account and business meet the applicable requirements.

Manage the response and any further review.

Save the submitted text and confirmation. Track the status shown in the account and respond to specific requests. If a denial arrives, compare it with the submitted evidence and the current site before deciding what a further appeal would add. A denial is not proof of a particular hidden cause.

Keep the business record stable enough to review. If an important correction is necessary while a request is pending, document it and follow the account’s available communication route. Review times vary; a previous client’s turnaround is not a timetable for your account.

Do not replace the investigation with a workaround.

Google’s Circumventing Systems policy prohibits using new accounts to re-enter the system after a suspension. Changing the agency, domain, or payer is not an appeal strategy for an unresolved restriction.

Keep an accurate record of legitimate business changes. If there is a new owner, a separate business, or a corrected billing arrangement, explain the real relationship and follow the platform’s instructions rather than hiding the history.

Common questions.

Should I appeal if I believe the decision is wrong?

You can explain why the decision is incorrect using verifiable facts. Describe what you checked and what the evidence shows. Do not invent changes or admit to conduct you did not carry out just to fit a template.

Is an optimization score a suspension status?

No. Performance recommendations do not establish whether an account is suspended. Use the account notice and policy status to identify the restriction, then investigate that issue.

What if Google Ads and Merchant Center are both affected?

Keep separate records for both. The notices, account identifiers, verification tasks, and review processes can differ. Confirm the status in each product rather than assuming that one successful review resolves everything.

Where should sensitive documents go?

Use the official upload route for the specific verification or appeal request. For an agency review, agree on a secure sharing method and the minimum records needed. Do not put identity or payment documents on a public webpage.
