Separate a payment pause from a suspension.
Google may restrict spend, pause an account for a payment task, or suspend it for a billing issue. These are different account states. Read the full notice and record whether the next required action is verification, payment, or a suspension appeal.
Do not assume that one declined transaction explains the entire case. Preserve the chronology and compare the notice with the available billing records. The account can have more than one unresolved task.
Make the advertiser–payer relationship clear.
Google’s Suspicious Payment Activity guidance highlights unauthorized payment use, unclear ownership, declined transactions, chargebacks, and sudden use of multiple cards among its examples. It also recognizes payment methods that the advertiser owns or has permission to use.
RID recommends documenting the real arrangement in plain language. If an owner, parent company, or agency pays, identify that party and its connection to the advertiser. Use accurate records to explain legitimate differences between the brand, legal entity, and payer.
| Point to establish | Record to review |
|---|---|
| Advertiser identity | The business named in the account and its relevant registration. |
| Payer identity | The billing profile and the owner of the authorized payment method. |
| Reason for the arrangement | An agency agreement, business relationship, or other appropriate authorization. |
| Relevant transaction history | Dated billing entries, payment failures, disputes, and the responses already made. |
Build a billing timeline before taking action.
List the events relevant to the notice: when the account was created, when the payment method was added or changed, which transactions were attempted, and when verification was requested. Identify what is confirmed by the account and what needs confirmation from the payer or bank.
A payment decline and a chargeback are different events. Do not describe one as the other, and do not label a legitimate charge unauthorized merely to pursue reinstatement. Ask the appropriate account owner to resolve billing questions and keep a record of the response.
- Record the date and status of each relevant transaction.
- Explain a genuine card replacement or billing change without rewriting the history.
- Check whether more than one payment method has an outstanding task.
- Keep the original notices alongside the working explanation.
Complete the verification Google actually requests.
Payment verification may be required before a billing suspension appeal can proceed. Follow the request inside the account: the task may use a code, a payment, or document submission. Read its deadline and the instructions for each requested method.
The person with the necessary authority should complete the challenge through Google’s designated interface. A successful verification establishes completion of that task; it does not by itself prove that a separate suspension decision has been reversed.
Keep financial evidence focused and secure.
Prepare a document index explaining what each record establishes. Supply only material relevant to the task through the designated channel. Follow Google’s redaction instructions for the particular request; do not remove a field the reviewer needs to verify.
Avoid putting full card details, passwords, or identity documents into a general appeal narrative or public support thread. If RID needs records to assess the issue, agree on the method and minimum scope of sharing first.
Explain the facts and the completed work.
Use a concise structure: advertiser, payer, authority to pay, relevant billing event, completed verification or correction, and the supporting record. If the account is believed to have been flagged incorrectly, state why and identify the evidence.
Avoid repeated guesses, unexplained card changes, or a claim that monthly invoicing automatically resolves the restriction. The next submission should make the existing payment arrangement easier to verify, not introduce another inconsistent version of it.
Common questions.
Can an agency or business owner pay for the ads?
The key question is whether the use is authorized and accurately described. Prepare the relationship and authorization records appropriate to your situation, and complete any verification requested by Google.
Should I keep trying different cards?
First understand the notice and any outstanding task. A series of unexplained payment changes can make the account history harder to assess. Make legitimate corrections when needed, document them, and follow the request shown in the account.
Does a successful payment mean the suspension is removed?
Check the account status separately. A processed payment, a completed verification task, and a reinstatement decision answer different questions.
What should I do if the payment request has expired?
Read the current account notice and any decision email. Record the expired task and use the support or review option provided for that account. Do not assume a new payment method restarts the process.
